Päätökset 31.10.2018:

Akkreditointiin viittaaminen tulee velvoittavaksi akkreditoidun pätevyysalueen puitteissa myönnetyissä sertifioinneissa myös tuotesertifiointitoiminnassa samaan tapaan kuin se on jo aiempien päätösten perusteella ollut järjestelmäsertifiointi- ja henkilösertifiointitoiminnassa. Päätökseen liittyy siirtymäaika, joka on kolme vuotta päättyen 31.10.2021. (IAF Resoluutio 2018-13)

 Standardin ISO/IEC 20000-1:2018 käyttöönoton siirtymäajaksi on määritelty 3 vuotta alkaen 30.9.2018. Sertifiointiorganisaatioilla tulee olla valmius tarjota uuden standardin mukaisia auditointeja 8 kk kuluessa 30.9.2018 jälkeen (toukokuun 2019 loppuun mennessä) ja saada akkreditoinnin hakuprosessi valmiiksi 18 kk kuluessa (lähtien 30.9.2018) eli maaliskuun 2020 loppuun mennessä. Sertifiointiorganisaatioiden tulee luopua tekemästä standardiin ISO/IEC 20000-1:2011 perustuvia ensi- tai uudelleensertifiointiauditointeja 18 kk jälkeen (lähtien 30.9.2018) eli maaliskuun 2020 lopun jälkeen.  Standardin ISO 22000:2018 siirtymäaika päättyy 29.6.2021. Standardin ISO 22000:2018 julkaisupäivän jälkeen myönnettyjen ISO 22000:2005 sertifikaattien voimassaolo tulee päättyä viimeistään 29.6.2021. (IAF Resoluutio 2018-15)

 Asiakirja ISO/IEC TS 17021-10:2018 on vahvistettu vaatimukseksi työterveys- ja työturvallisuusjärjestelmien sertifiointitoiminnan akkreditoinnissa. (IAF Resoluutio 2018-16)

 Standardien uusien versioiden siirtymäaika alkaa jatkossa ko. standardin julkaisukuukauden viimeisestä päivästä. Päätöksen taustalla on ISO CASCO linjaus määritellä standardeille nykyisin vain julkaisukuukausi. (IAF Resoluutio 2018-17)

 IAF MLA (IAF Multilateral Recognition Agreement) sopimusta on laajennettu kattamaan päätoimialana (main scope) validointi- ja verifiointitoiminta ISO 14065 sekä tason 4 alatoimialoina (level 4 sub-scopes) ISO/TS 22003, ISO/IEC 27006, ISO 50003 ja tason 5 alatoimialoina (level 5 sub-scopes) ISO 22000, ISO/IEC 27001, ISO 50001, ISO 13485, FAMI-QS Certification Scheme, IPC-PL-11-006. Näistä FAMI-QS Certification Scheme, IPC-PL-11-006 sertifiointiohjelmia ei ole FINASin akkreditoimien sertifiointiorganisaatioiden pätevyysalueissa. (IAF Resoluutio 2018-20)

Tämä merkitsee sitä, että ne sertifiointiorganisaatiot, joiden akkreditointi kattaa em. tason 5 alatoimialojen mukaiset palvelut voivat sertifikaateissaan käyttää IAF:n monenkeskisen tunnustamissopimuksen merkkiä. 

Merkin käyttö ei ole sallittua ISO 14065 perustuvassa validointi- ja verifiointitoiminnassa, sillä sen piiriin ei ole vielä hyväksytty yhtään tason 4 tai 5 validointi- tai verifiointiohjelmaa.   

FINAS tulee arvioinneissaan ottamaan huomioon em. päätökset ja edellyttää sertifiointielimien toimivan niiden mukaisesti.

IAF Resolution 2018-13 – (Agenda Item 9) Non-Accredited Product Certification where the CAB is accredited for the same scope - The General Assembly acting on the recommendation of the Technical Committee resolved that IAF Accreditation Body members shall have legally enforceable arrangements with their accredited CABs for product certification that prevents the CAB from issuing non-accredited product certification in scopes for which they are accredited. The enforceable arrangements shall require full implementation within three years from 31 October 2018.

Additionally, CABs for product certification must transition certification documentation to include the accreditation symbol and/or must make reference to the accreditation status of the CAB including the identification of the AB, no later than 31 October 2021.

Note: If there is an exception to the above, the CAB must justify the exception to the AB, and if accepted by the AB, the certification is still considered accredited.

IAF Resolution 2018-14 – (Agenda Item 9) Transitional Arrangements for ISO/IEC 20000-1:2018 - The General Assembly, acting on the recommendation of the Technical Committee, resolved that the Transitional Arrangement for the Revision of ISO/IEC 20000-1 Information technology – Service management -- Part 1: Service management system requirements, be 3 years from 30th September 2018 (the starting date of transition).

All ISO/IEC 20000-1:2011 accredited certificates shall expire or be withdrawn no later than 29th September 2021(the end of the transition period). Approved 31 October 2018 3

Within this transition timeline:

• ABs shall be ready to carry out transition assessments for ISO/IEC 20000-1:2018 within 8 months from 30th September 2018 (the starting date of transition).
• CABs seeking accreditation to the new standard shall complete the transition with ABs for ISO/IEC 20000-1:2018 within 18 months from 30th September 2018 (the starting date of transition).
• CABs shall cease conducting initial and recertification audits to the ISO/IEC 20000-1:2011 18 months from 30th September 2018 (the starting date of transition).

IAF Resolution 2018-15 – (Agenda Item 9) Transitional Arrangement for ISO 22000:2018 - The General Assembly, acting on the recommendation of the Technical Committee, resolved that the period for the transitioning of accredited certifications to ISO 22000:2018 Food safety management systems -- Requirements for any organization in the food chain be three years, with the transition deadline being no later than 29 June 2021.

Accredited certificates issued to ISO 22000:2005 after the date of publication of ISO 22000:2018 shall state an expiry date of 29 June 2021. This resolution replaces IAF Resolution 2017-16.

IAF Resolution 2018-16 – (Agenda Item 9) Endorsement of ISO/IEC TS 17021-10:2018 - The General Assembly, acting on the recommendation of the Technical Committee, resolved to endorse ISO/IEC TS 17021-10:2018 Conformity assessment -- Requirements for bodies providing audit and certification of management systems -- Part 10: Competence requirements for auditing and certification of occupational health and safety management systems as a normative document.

IAF Resolution 2018-17 – (Agenda Item 9) Transition date for ISO and IEC publications - The General Assembly, acting on the recommendation of the Technical Committee, resolved to endorse the start date and end date of all future IAF Transition periods be the last day of the month of publication, as outlined on the ISO and IEC standard.

IAF Resolution 2018-20 – (Agenda Item 10) Regional Accreditation Group IAF MLA Scope Extensions – The General Assembly noted the MLA scope extensions, since the 2017 General Assembly, of the following IAF Regional Accreditation Group members:
